India launches digital OCI card to improve service delivery for diaspora

India has launched the the Electronic Overseas Citizen of India (e-OCI) card to make the service more accessible for the Indian diaspora worldwide.

The e-OCI card was launched by India’s Union Home Minister and Minister of Cooperation Amit Shah in New Delhi on June 30 and officially announced by India’s Bureau of Immigration (BoI) on 1 July. The initiative is aimed at improving governance and enhancing service delivery through a fully digital system. Additionally, this is expected to eliminate issues associated with lost or damaged OCI documents.

The OCI scheme, launched in 2006, allows registration as an Overseas Citizen of India for Persons of Indian Origin (PIOs) who were Indian citizens on January 26, 1950, or later, or who were eligible to become Indian citizens on that date. However, it does not apply to anyone who is or has been a citizen of Pakistan, Bangladesh or any other country notified by the Central Government.

Although OCI cardholders receive a lifelong multiple-entry visa to visit India and enjoy several economic, financial and educational benefits similar to NRIs, they do not receive the political rights or equality in public employment guaranteed to Indian citizens under Article 16 of the Constitution. OCI should not be interpreted as dual citizenship.

Currently, those who are registered under OCI scheme are issued with a physical card in the form of a booklet that has to be re-issued upon receiving a new passport after the age of 20 years. Physical booklets won’t be reissued any more. The existing physical OCI cards will remain valid even after they get the digital upgrade.

The digital version of the OCI Card eliminates the hassles of carrying and the worries of losing a physical booklet. Under this system, applicants can complete the entire OCI process online – from submitting the application and uploading supporting documents to downloading the digitally generated card after approval. Existing cardholders can also obtain their e-OCI Card digitally in most cases without needing a fresh application or physical verification

Other benefits of e-OCI include faster processing within 15 business days, unlike 6-to-8-week for physical issuance, easier to update with reduced paperwork, seamless access and faster immigration verification at Indian airports.

By December 2026, e-OCI shall integrate access to facial recognition lanes for touchless entry or exit at international airports in India, according to reports.

For the government, the e-OCI system ensures completely online processing, reduces paperwork and administrative costs, strengthens data management and centralised tracking, and integrates with digital immigration systems for real-time verification at airports. This results in better identity verification, enhanced security, and reduced risk of fraud.

Rights of OCI card holder

After the government rolled out the new electronic OCI (e-OCI) card, India’s Bureau of Immigration (BoI) reiterated the rights, benefits and restrictions applicable to OCI cardholders in a post shared on their official X handle. This include indefinite stay in India, exemptions from registration requirements and parity with Indian nationals and Non-Resident Indians (NRIs) in several areas.

According to this post, OCI cardholders can stay in India indefinitely, except in the case of foreign spouses whose OCI status is subject to specific conditions. They are also exempt from registering with the Foreigners Regional Registration Office (FRRO) or Foreigners Registration Office (FRO), irrespective of the duration of their stay. It added that OCI cardholders enjoy parity with Indian nationals in domestic airfare pricing and entry fees at national parks, wildlife sanctuaries, historical monuments and museums across India.

OCI status does not entitle to vote in India, be a member of Legislative Assembly or Legislative Council or Parliament in India, hold Constitutional posts such as President, Vice President, Judge of Supreme Court or High Court, Member of Parliament, MLA/MLCs etc. in India, etc.
